New drinking powers extended to Horsforth4.23.00pm GMT Wed 14th Nov 2007
New powers to combat binge drinking in Horsforth have today been given the green-light by the council's executive board. Following a review of the council's licensing policy Horsforth will soon be subject to what's known as a cumulative impact policy. The policy will be rubber-stamped at December's meeting of Full Council and come into force thereafter. The new cumulative impact policy will grant powers to licensing chiefs to refuse more requests for pubs and late licenses in the area unless there is very good reason. Local councillor Chris Townsley, who has backed the policy, explained more. Councillor Chris Townsley (Lib Dem, Horsforth) said: "Over the last few years Horsforth has seen a steady increase in the number of people coming to the Town Street for a night-out. Whilst no-one has a problem with people enjoying themselves it is clear that there have been problems as a result of this influx of people drinking in what is still predominantly a residential area. "The 'strip' that runs from the train station through to New Road Side has become a magnet for drinkers from all over the city. This popularity has unfortunately led to a rise in drink related disorder, vandalism and rubbish such as empty beer bottles and takeaway trays being dumped in the street. "We have come to a point were local residents and councillors have had to say enough is enough. The measures set out by the cumulative impact policy will not only restrict additional pubs being built in the area and applications for late licenses but also clamp down on those premises that are seen to tolerate or in some way encourage rowdy behaviour."
