Leeds Lib Dem leader speaks out on council tax2.11.46pm GMT Thu 25th Jan 2007 Commenting on research from the Tonight with Trevor McDonald programme that millions of householders could be in line for council tax paybacks worth thousands, Councillor Mark Harris, Leader of the Leeds Liberal Democrat Council Group said: "This latest Council Tax blooper illustrates just how flawed the current system is. Not only is Council Tax unfair, it is inaccurate as well. Expected reforms of the system in March may keep Council Tax while trying to make it more reflective of current house prices. But the council tax revaluation in Wales resulted in a third of all homes facing higher bills. This is a potent example of why Council Tax should be abolished and replaced with a local income tax based on people's ability to pay."
